Oconto County Health & Human Services Crisis Assistance (Emergency Grant) WHEAP – Crisis Assistance is issued upon a client’s receipt of a disconnect
notice or if they will be without heat and do not have the resources available for payment. WHEAP Crisis Assistance provides both Emergency Services and Proactive Services. Emergency services include purchasing heating fuel, providing shelter for a few days, providing furnace repair, etc. Proactive services include providing payments to a fuel supplier when both agree to a co-payment, counseling on budgets and money management, and training and information on how to reduce fuel costs. Eligibility based on state income guidelines.Energy Assistance (WHEAP) – This program helps pay for the cost of heating the home. WHEAP heating assistance is a one-time benefit payment for each heating season (10/1 thru 5/15) and intended to pay a portion of, not the entire annual cost of heating. DHS takes applications creating State generated checks received approximately 45 days after application. Weatherization ProgramCounties ServedBrownFlorenceForestMarinetteOcontoShawanoProgram DescriptionThe Weatherization Program is funded through the State of Wisconsin with funds from the U.S. Department of Energy, Public Benefits, and WHEAP to address major sources of heat loss in low-income houses. People who are deemed high-energy users by the State of Wisconsin, according to the amount of energy assistance the family receives, are first priority for weatherization. A list of such families is supplied by Madison. When that list has been exhausted, other applicants who meet the eligibility are considered.
Once eligibility has been established, the client is contacted by an energy auditor, who determines what work needs to be done to the home. After the audit, a crew will go to the home and acutally perform the work prescribed by the audit under the careful supervision of a field coordinator. Such work may include insulating, working on attics and sidewalls, and replacing furnaces, water heaters, etc. A sign-off of acceptable work is required from the owner or renter of the property, with quality control perfomed on a percentage of the completions.
